Role Profile

Ooredoo Group Strategic Sourcing is responsible developing and implementing a sourcing strategy aligned with Ooredoo group strategy (growth, financial, brand etc) and which matches the needs of the group OpCo’s in their respective markets.

It’s scope is coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for Ooredoo Group through managing suppliers centrally where possible to ensure a ‘one voice’ strategy is communicated and to drive performance measures across all category sourcing to be implemented.

Ooredoo Group business is built upon Structures and associated network infrastructure. Massive modernization projects across the Group involve changes in the load on the structures. Associated risks make it imperative to get the structures rights. Poor management of heavy telecom structures can be disastrous. Ooredoo Group needs to make sure that the structures built meet minimum safety requirements. A second key part in Ooredoo networks is represented by the transport networks, which includes DWDM, Transmission (Microwave) and IP elements. These components are crucial parts to ensure network quality while supporting the continuously growing traffic demand.

This role supports that aim through managing and directing the telecom infrastructure and transport category activities. 




Manage and direct the infrastructure and transport categories and develop and implement the sourcing strategies via centre-led sourcing across Ooredoo Group operating companies (OpCos).

Role Accountabilities

Strategy definition and communication:

  • Manage the infrastructure and transport categories, developing and executing centre-led sourcing strategies and coordinating locally-led sourcing activities
  • Interact with Group CxOs and OpCo leadership teams to define the category sourcing roadmap for implementation of category sourcing initiatives.
  • Manage the internal and external category profiling (i.e., spend analysis, demand analysis, supply market analysis) and identification of potential levers to lower total cost
  • Support the Network Sourcing Director in defining category specific sourcing policies and procedures (e.g., single sourcing, supplier panels, etc.)
  • Build strong collaborative networks and communicates with internal Group stakeholders and relevant OpCo stakeholders to ensure alignment on the category sourcing strategies
  • Effective communication and presentation of vendor selection recommendation and project updates  to Group Management team,


    Tendering, negotiation and contract management:

    Manage category sourcing activities, supervising centre-led and locally-led sourcing teams

  • Manage the tendering process, evaluation of submissions and selection of suppliers
  • Manage the development, negotiation and implementation of Group Sourcing Contracts (GSCs) on behalf of Group OpCos, leveraging the consolidated buying power of the Group.
  • Conduct effective change management with stakeholders post-implementation to realise value from initiatives
  • Manage contract change requests from OpCos and escalates to the head of Sourcing as appropriate

Supplier relationship management (SRM):

  • Support the development of suppliers' KPIs and scorecard and manages the collection of supplier performance data
  • Manage the relationships with suppliers to drive improvements in supplier performance and conducts regular supplier reviews

Performance reporting and compliance:

  • Support the development of measurable category objectives and targets, and produces regular reports
  • Promote compliance across Ooredoo Group on GSCs and Group policies, processes and procedures

People management:

  • Supervise Group Sourcing Buyers and local sourcing teams on category sourcing activities, provide guidance and support, monitor and prioritise workload



Experience and Qualifications

Minimum Experience & Essential Knowledge


  • Minimum 12 years relevant procurement or category management experience, of which 5 years should preferably be in telecommunications
  • Commercial expertise in the structure industry, including procurement of structures & associated maintenance
  • Excellent understanding of Structures and CME as well as Transport Networks particular with regards to cost drivers, maintenance and architecture and designs
  • Excellent understanding of health and safety procedures and standards
  • Preferably experience in central organization set up or Group function
  • Expertise in managing suppliers
  • Experience in MENA preferred
  • Fluent in English (both written and verbal)

Minimum Entry Qualifications


  • Minimum bachelor degree qualification, preferably should be in Electronics & Telecommunications discipline or engineering degree in relevant discipline
  • Preferably certified by a relevant professional body (e.g., CIPS, CPM) or qualified with a relevant Master’s degree (e.g., Supply Management)
